The CG motor has to do with the pushrod design (as opposed to OHC with a chain) for longevity and utter lack of any maintenance that most of these see around the globe. They were built to be durable with good torque, not necessarily powerful. Honda never made a CG250, only 125 and 150, and those were workhorse engines not designed to make a lot of power. There is only so much you can do with a pushrod engine with a single lobe cam.
